I wish there was like a tutorial or something on how to make cities with lights like that. It's that combination of basic colors and combinations of light to give the feel of a city without the silhouettes of buildings.

There must be somewhere out there ^^ if not, you can reference many night cityscape because some of them are actually just dots of lights. Also its easier when everything is completely dark/black. then it will be just dots and lights haha
